QIIP Admissibility Criteria

1. Investment agreement with an authorized financial intermediary

Before submitting an official application, the candidate must enter into a formal investment agreement with a financial intermediary authorized by the Government of Québec.

  • This agreement formalizes the role of the intermediary, which manages the required investment and contribution, in collaboration with Investissement Québec – Immigrants Investisseurs Inc.

2. Management experience

Applicants must demonstrate at least two (2) years of significant management experience acquired during the five years preceding the application.

  • The experience must reflect real responsibilities in supervising, planning, or controlling financial, human, or material resources.

  • Experience acquired in certain excluded industries is not admissible (e.g., payday loans, sex industry, or pornographic material sales).

3. Personal net worth

  • A minimum net worth of CAD 2,000,000 is required.

  • This amount may be held jointly with a spouse included in the application.

  • Donations received within the six months prior to the application are excluded.

  • Applicants must provide proof of the lawful origin and accumulation of all assets, including those belonging to the spouse, even if the spouse’s assets are not required to meet the threshold.

4. Education requirement

The applicant must hold a diploma that is at least equivalent to a Québec secondary school diploma, obtained prior to submitting the application.

5. French language proficiency

Applicants must demonstrate oral French skills equivalent to Level 7 of the Québec scale of French proficiency levels for adult immigrants.

  • Proof is required, even if French is the applicant’s mother tongue.

  • Accepted evidence includes official test results (TCF Québec, TCF Canada, TEF, TEFAQ, DELF, DALF) or certain secondary diplomas (French Baccalaureates, Belgian CESS, Swiss Maturity Certificate).

  • Results must be dated within two years of application.

  • The Ministère may also require a language interview.

6. Québec values attestation

Within 60 days of file opening, the applicant must obtain an attestation of learning about democratic values and Québec values.

  • This requirement also applies to the spouse (aged 16 and over) and dependent children (aged 18 and over) included in the application.

  • If already obtained, the attestation does not need to be repeated.

7. Financial commitment: investment and contribution

Within 120 days of the Ministère’s request, the authorized intermediary must complete the following:

  • Make a guaranteed investment of CAD 1,000,000 for five years (non-interest bearing).

  • Pay a non-refundable contribution of CAD 200,000 to Investissement Québec – Immigrants Investisseurs Inc.

  • At the end of the five-year term, the investment amount (CAD 1,000,000) is returned to the investor, without interest, within a maximum of 30 days.

  • These funds are used to support Québec’s economic development programs, including the Business Assistance Program and the Labour Market Development Fund.

8. Notice of intention to select

Once all conditions are met (including required payments), the candidate receives a Notice of Intention to Select.

  • This document allows the applicant (and family members included) to apply for a work permit with the federal government.

  • The work permit application must be filed within six months of receiving the notice.

9. Temporary residence in Québec

Within the two years following the issuance of the work permit, the principal applicant must reside in Québec for at least 12 consecutive months, of which:

  • At least 6 months must be completed personally by the principal applicant;

  • The remaining 6 months may be completed by the spouse.

  • Proof of residence must be submitted to the Ministère at the end of this period.
